Office of the Assessor

ASSESSOR'S OFFICE

The Town Assessor's Office is responsible for establishing value of real property within the Town of Blooming Grove (including the Villages of South Blooming Grove and Washingtonville) so that school, county, town and special district taxes may be equitably apportioned among property owners.  The Assessor's Office continually reviews sales to determine the market value of various types of properties within the Town.  Various real property tax exemptions authorized under state and local laws, such as partial exemptions for veterans, agricultural, senior citizens, physically disabled people with limited income, firefighters / ambulance workers, religious and non-profit, are also administered by this office.  Other fuctions of the Assessor's Office include processing of real property sales, tax escrow account maintainance, address changes, and maintaining and updating inventory on all properties. 

In addition to valuing property, assessors have other responsibilities:

  • Inspect new construction and major improvements to existing structures to ensure accurate property descriptions and valuations
  • Approve and track property tax exemptions
  • Use of software to administer their various responsibilities
  • Attend all public grievance hearings of the Board of Assessment Review and present evidence in support of the municipality’s assessments
  • Prepare evidence for Small Claims Assessment Review hearings
  • Review real estate sales data for accuracy
  • File annual report on assessment changes with NY State
