Assessors are local government officials who estimate the value of real property within a county, city, town, or village’s boundaries. Assessors maintain annual assessments at a uniform percentage of market value.
Assessors are trained to determine the fair market value of property. Fair market value refers to the price that would be agreed upon between a willing and informed buyer and a willing and informed seller under usual and ordinary circumstances. It is the highest price a property would bring if it were for sale on the open market for a reasonable period of time. Many sales occur at prices other than what is considered the fair market value.
The Assessors function is to assure that each property pays an equitable and fair amount of the tax burden based on the fair market value which is converted to an assessed value through a uniform percentage rate. He has nothing to do with setting the Real Estate Tax Rates.
The budgets established by the Town, Village and/or School, determine how much each property owner must contribute based on the assessment roll certified by the assessor. The assessment roll is a document containing each property assessment. The budgets determine the Tax Rates and the amount of Taxes each property owner must pay.
Property taxes pay for things such as public schools, community colleges, libraries, local government employees' salaries, parks and recreation, sanitation, sewer, police and fire protection, roads and other local needs. Each of these items can have its own percentage rate that is multiplied by the assessed value of your property to determine a portion of your bill. The taxes you owe for each item are totaled to determine your final property tax bill.

Property Tax Exemptions
Though all property is assessed, not all of it is taxable. Some properties, such as those owned by religious organizations or governments are completely exempt from paying property taxes. Others are partially exempt, such as veterans who qualify for an exemption on part of their homes, and homeowners who are eligible for the School Tax Relief (STAR) program.
Most exemptions are offered by local option of the taxing jurisdiction (municipality, County or School District). Check with your assessor to determine what exemptions are available in your community.
